Job Description and Requirements


Position: Stakeholder Engagement Lead 

Level of Effort: LTTA

Base of Operations: Amman, Jordan

Position reports to: Chief of Party

 

Position Description:

The Stakeholder Engagement Lead will work with the COP and the component leads to ensure the active and positive involvement of stakeholders in all program activities.  The Stakeholders Engagement lead will design a stakeholders’ engagement system encompassing tools and activities to incorporate them with the planning, execution, evaluation and improvement plans of the rest of the components.  Working mostly with the organizational development lead, the Stakeholder Engagement Lead will assure effective engagement of (a) counterparts, (b) local communities, (c) research and academia institutions and other staff members of the research enterprise, (d) policymakers and (e) service providers. Discovering the point of consensus or shared concerns, vision and futuristic goals will be the focus of the stakeholders lead to assist in implementing the desired change. He/she will work closely with the organizational development lead to support the program change management plan that covers different initiatives across the different components to achieve the desired and planned outcomes, program buy-in and ownership, systems adoption, and sustainability beyond program-life.

Key Duties and Responsibilities:

The Stakeholders Engagement Lead shall provide high-quality leadership and guidance in each of the areas defined above and leads efforts to design and implement high-quality initiatives and activities to PFM reform. His/her key duties and responsibilities shall include:

Collaborative Planning Systems:

  • Design a stakeholders’ engagement process with the tools and plans that assure a collaborative approach between all stakeholders.
  • Conduct group and individual discussions to explain the underlying principles for active participation of teams and institutions.
  • Design collaborative planning approaches that are general or tailored to different program counterparts.
  • Work with the Org Development Lead to provide inputs and continuous support to the change management plan development and implementation with the insights of the training and reengineering specialists.
  • Develop, implement and evaluate continuously strategies for developing new relationships and enhancing existing ones.

Stakeholders’ mapping and planning

  • In coordination with COP and Components’ leads, identify all the key stakeholders of their respective plans.
  • Conduct an in-depth analysis of the different stakeholders according to their segments, relation to the project activities, etc. taking into consideration the engagement ecosystem of enabling factors and barriers that are affecting the stakeholder engagement process.
  • Lead the development, implementation and evaluation of strategic, tactical and operational stakeholder engagement plans, programs, projects and initiatives to align with the program goals and objectives.
  • Develop a stakeholders’ information system that tracks issues and conversations across multiple channels (such as workshops, social media, media, surveys) and have visibility of issues and trends across all these channels.

Clear, consistent communication

  • As per the developed stakeholders’ plans, develop a clear, on time and consistent communication strategy including round tables, meetings, forums, e-massages, etc.
  • Assure a successful implementation of the communication plan utilizing the available resources, and throughout the life cycle of the project taking into consideration different inputs such as the project plan, change management plan, stakeholders’ needs, etc., and update it annually.
  • Design tools to get feedback from the stakeholders and engagement initiatives’ accordingly and report on the collected feedback to the relevant components leads and the org. development lead.
  • Plan measures to reach a culturally and diverse community and work closely with the gender advisor to assure the inclusion of all stakeholders’ segments.
  • Propose to the MEL expert different key metrices to manage the stakeholders’ engagement plan effectively and efficiently.
  • Report on the results of the communication activities and the impact of the key stakeholders’ engagement activities.

Partnerships with Academia and Research Centers

  • Identify the targeted Academia and Research Centers with the assistance of the components’ lead
  • Coordinate and communicate with the Universities and Research partners to open dialogue, exchange experiences, conduct R&D or provide innovative ideas that support the successful implementation of the program.
  • Plan and take all the necessary measure to facilitate partnerships’ effectively.

Coordination with different donor agencies and Similar Programs

  • Support the COP and program leads in coordinating the efforts with the donor agencies to make optimal use of the resources for the benefit of the project objectives.

Other duties as required by the COP as needs arise.

 Qualifications:

  • Bachelor’s degree in international development, change management, business administration, economics, industrial engineering, public administration or public policy; higher education degree preferred;
  • 15+ years of professional experience in issues related in the field of stakeholder’s engagement, government mobilization, capacity building, negotiation, and communications.
  • Experience with design and implementation of stakeholder engagement and communication strategies and organizational development preferably in public financial operations
  • Familiarity with institutional performance management techniques is desirable;
  • Experience with stakeholders in the public sector is highly desirable
  • Demonstrated ability to work in dynamic environments and achieve development outcomes;
  • Skills in quantitative analysis or IT project management are desirable;
  • English and Arabic fluency.
