Position: Revenue Management IT Advisor
Level of Effort: LTTA
Base of Operations: Amman, Jordan
Position reports to: Revenue Performance Reform Lead
Position Description:
The Revenue Management IT Advisor will support the implementation stages of an electronic Revenue Management System (RMS) in the framework of the Jordan PFMA project. Under the guidance and supervision of the Revenue Performance Reform Lead, the Revenue Management IT Advisor will work closely with the Income and Sales Tax Department (ISTD) to achieve the transformational change that a robust RMS offers. The technology component will then drive results that reduce administrative and compliance costs, broaden the tax base, enhance revenue collection, develop services, and promote compliance. The Revenue Management IT Advisor will provide technical advice and support, including capacity development, in the different phases of the design, development/procurement/customization, testing/piloting, and rollout of the electronic RMS.
Key Duties and Responsibilities:
- Support ISTD to select the best suitable system development options (commercial-off-the-shelf [COTS] or customized development), based on a cost-benefit analysis and considering capacity constraints.
- Provide technical assistance to develop costs, system design, functionality, interoperability, hardware, and software requirements for the RMS.
- Support ISTD through the procurement process of the RMS and the engagement activities with the vendors/IT suppliers and software developers.
- Develop a digital transformation agenda, inclusive of detailed action plans with required resources and capacity building needs.
- Ensure that RMS implementation stays on budget and schedule, continuously track progress against milestones and quickly address any delays.
- Support ISTD through the development, customization, testing and implementation phases of the RMS.
- Support ISTD to improve the integrity and accuracy of the registered taxpayer base and strengthen data integration and exchange with third-party sources.
- Provide technical assistance to provide digital communication, expand online and support services, and enhance contact center capabilities.
- Provide technical assistance to improve capacities of the IT specialists at ISTD to implement and maintain the new systems.
- Contribute to the development and monitoring of work plans and the preparation of technical reports.
Qualifications:
- University degree in Computer Science, Business Administration, Mathematics, Management Information Systems, Computer Engineering, or equivalent related field.
- 10+ years of experience in the field of digital transformation for revenue reforms.
- Proven experience in system and infrastructure design, and rollout, of electronic revenue management systems and related business intelligence solutions and electronic services.
- Solid knowledge of best practice in ICT systems, digital services and platforms, and project management tools.
- Good understanding of international procurement procedures of commercial-off-the-shelf (COTS) revenue systems.
- Demonstrated ability to work in dynamic environments and achieve development outcomes.
- Strong communication, management, and team-work skills.
- Excellent organizational skills with a willingness to take initiative and be proactive.
- Strong English writing and speaking skills required.
