CARE International in Jordan has a vacancy for the post of Monitoring, Evaluation, and Learning (MEL) Advisor:
JOB SUMMARY:
This position will support CARE Jordan’s alignment with CARE global 2030 vision and will ensure all CARE Jordan programs adhere to the highest standards of quality related to the collection and analysis of quantitative and qualitative data at all stages of the program cycle, and to ensure data is used for learning and adaptive decision-making.
As CARE Jordan embarks on the development of its 2021-2025 strategy, this position will support the development of sound programs for selected impact groups, and will develop and establish strong MEL Systems (Theories of Change, log frames, standard indicators, learning agendas, MEL plans, etc.) to support the implementation of high quality programs in Jordan. S/he is responsible for ensuring adequate activity monitoring, and outcome/impact measurement.
RESPONSIBILITIES AND TASKS:
Job Responsibility #1 Monitoring Evaluation and Learning technical support to programs and proposals.
- Develop and manage a MEL system across all projects that leverage qualitative and quantitative methods and draws from a variety of data sources to measure progress and evaluate impact.
- Lead the planning of MEL activities including baselines, midterm, and final evaluations, and develop standards for data collection.
- Guide the development of Theories of Change for CARE’s program strategy for 2021-2025 and establish measurement frameworks for regularly testing and updating ToC.
- Support staff responsible for designing projects/proposals with tools, methodologies and approaches to support quality MEL, and guide the development of result frameworks (including master log frames for each sector of intervention), logical frameworks, and MEL plans for all CARE Jordan’s projects and proposals.
- Embed impact evaluations as part of the MEL strategy, and lead the development of SMART technical indicators (output and outcome), and Performance Indicator Reference Sheets (PIRS) as part of the development of sector MACRO log frames.
- Ensure output and outcome measurement is in line with donor requirements, CARE indicators and globally recognized/agreed indicators (e.g., as per relevant clusters)
- Support the analysis and validation of data on the performance indicators as needed.
- Ensure participation of program beneficiaries in MEL processes, and regularly review data collection processes, perform data quality assessments, and adjust as needed.
- Ensure that lessons learned through the project are captured and communicated to internal and external stakeholders through appropriate channels.
- In collaboration with program technical staff, develop learning/research agendas for programs and p learning briefs to highlight lessons learned in program implementation
- Ensure MEL activities are adequately funded in all projects.
- Conduct program quality reviews (implementation quality, meeting of minimum standards, quality of SADD and analysis
- Leverage the use of technology to improve the efficiency of MEL systems
Job Responsibility #2 Management and Capacity development
- Determine MEL related capacity building needs and develop capacity building plans for staff and partners.
- Manage capacity building plans across the program & program quality team- including training, webinars, workshops, and on-the job learning opportunities.
- Identify and manage a pool of consultants to support MEL functions when required.
- Recruit, manage the performance, and coach MEL staff as needed.
- Promote CARE’s values and ensure a culture of respect for equity and diversity within the team.
- Support adherence to CARE’s PSHEA policy
Job Responsibility #3 Coordination and representation
- Coordinate internally with gender, advocacy, accountability, and other technical leads to ensure MEL systems support gender-transformative and evidence-based programming and advocacy.
- Collaborate with CARE Regional Management Unit, CARE USA, and CARE member partners to enhance CARE Jordan’s MEL systems, and to disseminate lessons learned and best practices.
- Represent CARE Jordan in national, regional and/or global initiatives/fora/publications and contribute to the development of best practices.
- Stay abreast of the thinking and practice of key donors/agencies and adopt/adapt as needed.
Responsibility #4: Emergency Response / Staff Security
- Participate in the development of MEL related portions of emergency preparedness plans and ensure MEL staff have the knowledge and tools to effectively monitor and evaluate programming in emergencies.
- Lead MEL activities during emergency response
- Ensure all staff adheres to CARE safety and security protocols.

QUALIFICATIONS
- Education and training
Required:
- Master’s degree (statistics, management, social sciences, humanitarian studies, social/political sciences, etc.) with 7 years of work experience.
OR
- Bachelor’s degree with 9 years of related work experience.

Involves integrating and harmonizing requirements of diverse functions in operating, support, and administrative situations. It may be exercised through consultation as well as direct action; Management requires a combination of planning, organizing, controlling, and reviewing along with direct and indirect execution. - Experience
Required:
- At least seven years of experience in M&E in development and/or humanitarian organizations, including significant experience in development of MEL systems for complex programs.
- Excellent understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, Core Humanitarian Standards, the People In Aid Code, HAP etc.
- Proven experience in establishing monitoring and evaluation systems, methodologies, and reporting on findings.
- Proven skills in partnership building, influencing and negotiation with a range of humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups.
- Internal communications, teamwork, and collaboration skills.
- Proven experience in data collation process, information synthesis and documentations.
- Strong report writing skills and experience.
Desired:
Substantive experience with one or more of the participating UN agencies or INGOs: CARE, CRS, Mercy Corps, Oxfam, Save the Children, World Vision, etc.
Knowledge of and experience in integrating gender and protection considerations into program design and implementation, and MEL systems.
Previous successful experience in the management of multi-agency, multi-stakeholder collaborative projects.
Ability to interpret a broad vision and translate it into actionable steps to drive projects forward.
Experience in the effective dissemination of research findings and the design, organization, and management of large-scale learning events.

- Ability to manage large datasets and to synthetize impact-level evidence

- Competence with quantitiative and qualitative data collection, analysis, and visualization tools, such as but not limited to: KOBO, SPSS, NVivo, ATLAS, Power BI.

- Competence in the use of technology to improve MEL efficiencies
- Previous experience in designing MEL systems for one or more of the following program areas: Protection, Women’s Economic Empowerment, SGBV, Education, Cash Based Interventions, Food Security, and Livelihoods.
- Familiarity and strong experience with funding agencies and international organizations (including USAID, BPRM, DG ECHO, DFID, GAC, MoFA Germany, etc,) for humanitarian and nexus programming.
