Generic responsibilities
- Line management of Core Competency project field staff.
- Adherence to NRC policies, guidance and procedures.
- Contribute to Core Competency strategy development, project proposals and provide input on needs and gaps.
- Manage and implement delegated portfolio of Core Competency projects (activities, budget and project documentation) as delegated from Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality.
- Provide regular progress reports to Project Manager (Area Manager and Core Competency Specialist if no Project Manager).
- Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
- Promote and share ideas for improvement and necessary changes in the activities.
- Ensure capacity building of project staff and transfer key skills.
- Liaise and collaborate with relevant local authorities and other key stakeholders.
- Promote the rights of internally displaced/returnees in line with the advocacy strategy.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Specific Responsibilities
- Provide overall strategic direction, guidance and coordination on refugee-return related issues within ICLA Jordan, including the component on safeguarding HLP rights in Syria while in displacement and upon return
- Provide overall leadership and technical oversight of the returns-focused grants managed by NRC Jordan and NRC MERO and technical support to ICLA return-related activities and interventions
- Act as ICLA focal point for other NRC Jordan staff (CC, Advocacy, Protection, etc) and with other NRC ICLA country programmes (in particular NRC MERO and Syria CO) on returns-related issues
- In coordination with MEAL Unit and relevant external platforms, identify issues and needs faced by potential returnees to Syria as a basis for needs-based programming
- Under the supervision of the ICLA Specialist, draft guidance, forms, templates and procedures to help guide the returns-related work of ICLA Jordan
- Ensure consistency on ICLA messaging and procedures on return-related issues within ICLA Jordan
- Develop forms and checklists for returns counseling conducted by ICLA staff and work closely with staff on identifying legal and protection issues and needs arising in the course of returns counseling
- In coordination with MEAL Unit, contribute to the drafting of analysis, briefing notes, policy briefs related to obstacles/challenges faced by Syrian refugees considering return as a durable solution
- Raise protection and other Core competencies’ needs arising in the course of returns counselling with Core competencies teams for possible interventions
- Develop counselling packages that would be needed for refugees during return, in consultation with senior ICLA management staff

- Qualification requirement: Bachelor degree or higher
- Years of Experience: 5
- Law degree preferred but not essential
- Solid experience in human rights and/or legal assistance/ protection programming, particularly in working in complex fragile state (working in contexts which have experienced displacement/returns) including knowledge of Housing, Land & Property and/or legal and civil documentation issue - Experience in community based and participatory programme planning approaches, with operational based experience in addressing both individual and systemic barriers faced by displaced persons to realize their rights
- Good understanding of protection, legal frameworks with the ability to integrate gender and good governance into programming
- Demonstrate ability in thinking creatively and practically to improve the quality of projects
- Demonstrate ability in conceptual, analytical and critical thinking with the ability to develop strategies
- Strong project management and planning skills: assessments, design, implementation, monitoring, evaluation; with good skills in managing related data analysis
- Strong capacity building, facilitation, and presentation skills
- Strong capacity in influencing and liaison with a range of stakeholders and represent in high profile environments
- Experience with humanitarian coordination mechanisms in a cluster response
- Previous experience from working in return programming would be an asset
